Public transport essay

The Part 1 question will be an essay on a given topic. A set of notes on the topic will be provided, and will include three bullet points. Candidates will be asked to select two of the bullet points and to base their essay on those two points . They should not attempt to discuss more than two of the points, as this will lead to the essay being less developed than required. Candidates will also be asked to explain which of the two points is more important in a given respect, and to give reasons for their opinion.
Candidates will be given three short opinions related to the bullet points. They may, if they wish, use these to help develop their essay, but they should do so in their own words, as far as possible .

Steven, I decided to ignore passenger ropeways because I wanted to keep the article ...eh... short. You should check the second link listed in the bibliography, "Hercules Aerial Tram Mobility Study & Report". It was of great help for my research, even though it investigates passenger ropeways, not cargo ropeways. The researchers conclude that passenger ropeways have a large potential in the US. One problem is that most traffic engineers don't even know them. The second problem, however, are insurance costs, which "tend to be so high that they cancel the cost benefits of energy savings and lower capital costs". That is not a problem for cargo tramways.

In December I tried to take IELTS test and for writing I've got , I need for each part.
My Task 2 topic was: Nowadays environmental problems are too big to be managed by individual persons or individual countries. In other words, it is an international problem. To what extent do you agree or disagree?
I couldn't find any ideas what to write about.
Please advise, if I'd used ideas from your essay above, would I answer the question of my topic?
